AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

 

Fans of country and rockabilly music want to recognize the contributions of Texan Robert Glynn "Bob" Luman to American music. Given his familiar chart-topping tunes and various honors, including induction into the Rockabilly Hall of Fame and the Texas Country Music Hall of Fame, these parties stress the importance of further celebrating Luman's achievements with a special designation. H.B. 598 seeks to honor Bob Luman with the designation of the Bob Luman Memorial Highway.

 

H.B. 598 amends current law relating to the designation of a segment of State Highway 21 in Nacogdoches County as the Bob Luman Memorial Highway.

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1. Amends Subchapter B, Chapter 225, Transportation Code, by adding Section 225.102, as follows:

 

Sec. 225.102.  BOB LUMAN MEMORIAL HIGHWAY.  (a)  Provides that the portion of State Highway 21 in Nacogdoches County between its intersection with County Road 511 and its intersection with Farm-to-Market Road 95 is designated as the Bob Luman Memorial Highway.  Provides that the designation is in addition to any other designation.

 

(b)  Requires the Texas Department of Transportation (TxDOT), subject to Section 225.021(c) (prohibiting TxDOT from designing, constructing, or erecting a marker under this subchapter unless a grant or donation of funds is made to TxDOT to cover the cost of the design, construction, and erection of the marker), to design and construct markers indicating the designation as the Bob Luman Memorial Highway and any other appropriate information and erect a marker at each end of the highway and at appropriate intermediate sites along the highway.

 

SECTION 2. Effective date: September 1, 2015.
