BACKGROUND AND PURPOSE

Interested parties acknowledge the difficulty that owners of certain vehicles that do not qualify as passenger cars or trucks face in registering the vehicle with the correct license plates. Addressing this problem would allow these unique vehicles to be used for many purposes, such as parades and exhibitions. H.B. 792 seeks to address this issue by revising provisions relating to the eligibility of certain vehicles for antique license plates.

CRIMINAL JUSTICE IMPACT

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS

H.B. 792 amends the Transportation Code to expand the types of exhibition vehicles for which the Texas Department of Motor Vehicles is required to issue specialty license plates to include a bus that is at least 25 years old; is a collector's item; is used exclusively for exhibitions, club activities, parades, and other functions of public interest and is not used for regular transportation; and does not carry advertising. The bill requires the license plates for such a bus to include the words "Antique Bus."

September 1, 2015.
