BACKGROUND AND PURPOSE

 

Hydrocephalus is a serious neurological condition, characterized by the abnormal buildup of fluids in the brain. Studies have shown that the condition may occur at any age and affects an estimated one million Americans. October is currently designated as Hydrocephalus Awareness Month in Texas in an effort to raise public awareness about hydrocephalus and advance the public's understanding of the condition. However, September has been declared National Hydrocephalus Awareness Month. The goal of H.B. 1052 is to make Texas Hydrocephalus Awareness Month coincide with National Hydrocephalus Awareness Month.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

H.B. 1052 amends the Government Code to change the month that is designated as Hydrocephalus Awareness Month from October to September.

 

EFFECTIVE DATE

 

On passage, or, if the bill does not receive the necessary vote, September 1, 2015.
