BACKGROUND AND PURPOSE

 

Interested parties explain that the Electrical Safety and Licensing Advisory Board makes policy recommendations relating to the on-premises sign industry to the Texas Commission of Licensing and Regulation. The board has designated positions on the board for master electricians and journeyman electricians, but there is concern that the board lacks a designated position for a master sign electrician. H.B. 1077 seeks to change the membership of the board to address this concern.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

H.B. 1077 amends the Occupations Code to change the composition of the Electrical Safety and Licensing Advisory Board by adding one master sign electrician member and reducing from three to two the number of public members.

 

EFFECTIVE DATE

 

September 1, 2015.
