BACKGROUND AND PURPOSE

 

Interested parties point to military bases, such as Brooks City Base, as unique models for redevelopment due to the potential for public-private partnerships to establish vibrant mixed-use communities. The parties identify additional available space that could serve as a catalyst for prosperity on military bases affected by the recent Base Realignment and Closure process and additional obstacles facing rebounding bases like Brooks. H.B. 1112 seeks to further progress made with regard to these issues by expanding the projects a defense adjustment management authority may conduct.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

H.B. 1112 amends the Local Government Code to include a job training program for jobs in the health care, technology, or oil and gas industries among the eligible projects that a defense adjustment management authority may conduct.

 

EFFECTIVE DATE

 

September 1, 2015.
