AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

 

Current law provides for the issuance of specialty license plates to recipients of various military awards and medals for the recipient to display the recipient's achievements. Interested parties note that recipients of the Defense Meritorious Service Medal and the Meritorious Service Medal are not currently eligible to receive such license plates. H.B. 1364 seeks to honor these veterans for their illustrious service by requiring the Texas Department of Motor Vehicles to create license plates to honor recipients of the Defense Meritorious Service Medal and the Meritorious Service Medal.

 

H.B. 1364 amends current law relating to the issuance of specialty license plates to honor recipients of the Defense Meritorious Service Medal and the Meritorious Service Medal.

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1.  Amends Section 504.315, Transportation Code, by adding Subsections (j) and (k), as follows:

 

(j)  Requires the Texas Department of Motor Vehicles (TxDMV) to issue specialty license plates for recipients of the Defense Meritorious Service Medal.  Requires that license plates issued under this subsection include the Defense Meritorious Service Medal emblem and include the words "Defense Meritorious Service Medal" at the bottom of each plate.

 

(k)  Requires TxDMV to issue specialty license plates for recipients of the Meritorious Service Medal.  Requires that license plates issued under this subsection include the Meritorious Service Medal emblem and include the words "Meritorious Service Medal" at the bottom of each plate.

 

SECTION 2.  Effective date: September 1, 2015.
