BACKGROUND AND PURPOSE

 

Current law provides for the issuance of specialty license plates to recipients of various military awards and medals. Interested parties note that recipients of the Defense Meritorious Service Medal and the Meritorious Service Medal are not currently eligible to receive such license plates. H.B. 1364 seeks to honor these veterans for their illustrious service.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

H.B. 1364 amends the Transportation Code to require the Texas Department of Motor Vehicles to issue specialty license plates for recipients of the Defense Meritorious Service Medal and the Meritorious Service Medal that include, as appropriate, the respective medal's emblem and the name of each medal at the bottom of each plate.

September 1, 2015.
