BACKGROUND AND PURPOSE
Created when electronic benefits were a relatively new phenomenon, the electronic benefits transfers task force has not met in several years. It has been asserted that, because this is now an accepted and widely used technology, the task force is no longer needed. H.B. 1776 seeks to address this matter.

CRIMINAL JUSTICE IMPACT
It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

RULEMAKING AUTHORITY
It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS
H.B. 1776 abolishes the interagency task force on electronic benefits transfers and repeals Section 531.045, Government Code, relating to the task force.
