BACKGROUND AND PURPOSE

The election for the Hill Country Underground Water Conservation District board of directors currently is held on the uniform election date in November in even-numbered years. Interested parties contend that the large number of polling places open during a November election in even-numbered years creates difficulties for the district in the conduct of its elections. H.B. 1819 seeks to alleviate this difficulty.

CRIMINAL JUSTICE IMPACT

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS

H.B. 1819 amends the Special District Local Laws Code to change the election date for the board of directors for the Hill Country Underground Water Conservation District from the November uniform election date each even-numbered year to the May uniform election date each odd-numbered year and to require the board of directors to adjust the terms of office to conform to this change.

EFFECTIVE DATE

On passage, or, if the bill does not receive the necessary vote, September 1, 2015.
