BACKGROUND AND PURPOSE
Interested parties note that certain counties that have opted to regulate junkyards or automotive wrecking and salvage yards can only recover a fee of $25 for the issuance or renewal of a license. These parties believe this fee amount to be inadequate to cover the cost of the administration of a viable wrecking and salvage yard enforcement program, especially in geographically large counties. H.B. 2007 seeks to remedy this situation.

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS
H.B. 2007 amends the Transportation Code to exclude the commissioners court of a county with a population of less than one million from the authorization for a county commissioners court to impose by ordinance a $25 fee for the issuance or renewal of a license to a junkyard or automotive wrecking and salvage yard. The bill instead authorizes an ordinance issued by the commissioners court of a county with a population of less than one million to impose a fee for the issuance or renewal of the license in an amount necessary to pay for the administration and enforcement of the ordinance.
