BACKGROUND AND PURPOSE

 

Interested parties contend that the major events trust fund serves as an incentive for the state's attraction and retention of large and well-attended events, which routinely generate increased economic activity that helps create jobs. These parties have noted the growing audience of Professional Rodeo Cowboys Association finals events in Texas and have expressed concern that other states with growing audiences for these events could threaten to attract these events and cause them to move from Texas. C.S.H.B. 2074 seeks to ensure that these events continue to enjoy a strong presence in Texas by clarifying current law relating to the major events trust fund.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

C.S.H.B. 2074 amends Vernon's Texas Civil Statutes, for purposes of provisions relating to the major events trust fund, to include a Professional Rodeo Cowboys Association finals event in the definition of "event" and the Professional Rodeo Cowboys Association in the definition of "site selection organization."

 

EFFECTIVE DATE

 

On passage, or, if the bill does not receive the necessary vote, September 1, 2015.
