BACKGROUND AND PURPOSE

 

Aggrieved observers call for a tribute to honor the memory and service of State Trooper Terry Miller whose life was tragically taken while on duty after responding to a 9-1-1 call in Atascosa County. H.B. 2312 seeks to honor State Trooper Terry Miller with a memorial highway designation.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

H.B. 2312 amends the Transportation Code to designate the portion of Interstate Highway 37 in Atascosa County between mile marker 102 and mile marker 115 as the Trooper Terry Wayne Miller Memorial Highway, in addition to any other designation. The bill requires the Texas Department of Transportation, subject to a grant or donation of funds, to design and construct markers indicating the highway number, the designation as the Trooper Terry Wayne Miller Memorial Highway, and any other appropriate information and to erect a marker at each end of the highway and at appropriate intermediate sites along the highway.

 

EFFECTIVE DATE

 

On passage, or, if the bill does not receive the necessary vote, September 1, 2015.
