BACKGROUND AND PURPOSE

 

Interested parties contend that the Texas Agricultural Finance Authority's agricultural loan guarantee program would be more effective if the amount of the loan guarantee was brought up to the industry standard. H.B. 2350 seeks to address this issue.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

H.B. 2350 amends the Agriculture Code to increase from three-fourths of the amount contained in the Texas agricultural fund to three times the amount contained in the fund the cap on the amount that may be used to guarantee loans under the Texas Agricultural Finance Authority's agricultural loan guarantee program.

 

EFFECTIVE DATE

 

September 1, 2015.
