BACKGROUND AND PURPOSE

Interested observers note Texas Ranger Glenn Elliott's long and illustrious record of service to the State of Texas and its citizens. According to the many people who knew him and those in the law enforcement community, Glenn Elliott was a true hero who embodied what it meant to be a Texas Ranger. H.B. 2540 seeks to provide a tribute to Texas Ranger Glenn Elliot in the form of a memorial highway designation.

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.
