BACKGROUND AND PURPOSE

Interested parties note that each county operates a juvenile board responsible for administering juvenile probation services at the local level. The compositions of juvenile boards vary depending on the statute that created the individual board, but, typically, district and county court judges are board members. The County Court At Law of Atascosa County was recently created, and the parties contend that the Atascosa County juvenile board would benefit from the addition of the county court at law judge as a board member. H.B. 2751 seeks to address this issue.

CRIMINAL JUSTICE IMPACT

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS

H.B. 2751 amends the Human Resources Code to include the judge of the County Court at Law of Atascosa County as a member of the county juvenile board.

EFFECTIVE DATE

September 1, 2015.
