BACKGROUND AND PURPOSE
Interested parties commend the valiant World War II service of U.S. Navy Petty Officer First Class Alfred Q. Valenzuela. These parties assert that the distinguished service and exceptional dedication Navy Petty Officer First Class Valenzuela demonstrated while bravely serving his country, which earned him numerous commendations, warrants a special designation to commemorate such a respected individual. C.S.H.B. 2818 seeks to provide this designation.

ANALYSIS
C.S.H.B. 2818 amends the Transportation Code to designate the portion of State Highway 17 from the western municipal boundary of Balmorhea to its intersection with United States Highway 67 and the portion of United States Highway 67 from its intersection with State Highway 17 to the northern municipal boundary of Presidio as the Alfred Q. Valenzuela Memorial Highway. The bill requires the Texas Department of Transportation, subject to a grant or donation of funds, to design and construct markers indicating the designation as the Alfred Q. Valenzuela Memorial Highway and any other appropriate information and to erect a marker at each end of the highway and at appropriate intermediate sites along the highway. The bill establishes that a reference in the bill to a municipal boundary means that boundary as it exists on September 1, 2015.
