AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

 

Texas election law needs to be updated to reflect language changes in federal election law. H.B. 2900 seeks to make these necessary changes.

 

H.B. 2900 amends current law relating to compliance with federal voting system standards.

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1. Amends Section 122.001(a), Election Code, to prohibit a voting system from being used in an election unless the system operates safely, efficiently, and accurately and complies with the voting system standards adopted by the Election Assistance Commission, rather than complies with the error rate standards of the voting system standards adopted by the Federal Election Commission.

 

SECTION 2. Effective date: upon passage or September 1, 2015.
