H.B. 2961

Elections

Committee Report (Unamended)

BACKGROUND AND PURPOSE

Interested parties contend that the ballot language for a proposition submitted to voters to approve the issuance of bonds by a city needs to be clarified. H.B. 2961 seeks to address this need.

CRIMINAL JUSTICE IMPACT

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS

H.B. 2961 amends the Election Code to require a proposition submitted to voters for approval of the issuance of bonds by a city to state the most recent rating, if any, given by Standard and Poor's or another industry-recognized bond rating service to bonds issued by the city and a plain-language description of the applicable bond rating system.

EFFECTIVE DATE

January 1, 2016.
