BACKGROUND AND PURPOSE

 

Interested parties note that while Fisher County holds the majority of its local elections in November, the directors election of the Fisher County Hospital District is held in May. The parties assert that moving the directors election to November would result in cost and time savings for the county. H.B. 3513 seeks to address this issue.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

H.B. 3513 amends the Special District Local Laws Code to change from the uniform election date in May to the uniform election date in November the date on which a directors election of the Fisher County Hospital District is required to be held.

 

EFFECTIVE DATE

 

On passage, or, if the bill does not receive the necessary vote, September 1, 2015.
