BACKGROUND AND PURPOSE

 

The University Interscholastic League (UIL) oversees competitions in extracurricular academic, athletic, and music activities in which students from all over the state participate. Interschool competitions promote teamwork, physical training, and motivation and also enrich student education, thereby expanding students' future opportunities. Interested parties contend that the UIL activities in which a student under the supervision of the Texas Juvenile Justice Department is currently allowed to participate are too restricted. H.B. 3830 seeks to broaden such a student's opportunities and encourage the student's personal development. 

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

H.B. 3830 amends the Education Code to require the University Interscholastic League (UIL) to provide students receiving educational services under the supervision of the Texas Juvenile Justice Department (TJJD) with the opportunity to participate in league athletic activities in the same manner that the UIL provides the opportunity to participate to students enrolled in public schools. The bill requires the UIL to enter into a memorandum of understanding with TJJD regarding the policies governing the conditions of eligibility for students under TJJD supervision in league athletic activities; the appropriate league in which students under TJJD supervision will participate; and the duties of TJJD regarding other UIL policies.

 

EFFECTIVE DATE

 

On passage, or, if the bill does not receive the necessary vote, September 1, 2015.
