BACKGROUND AND PURPOSE
Interested parties note that the Cancer Prevention and Research Institute of Texas (CPRIT) awards funds to different organizations that advance the research and prevention of cancer. The parties note that over the last two biennia CPRIT, keeping in line with current law, granted approximately $40 million to cancer prevention efforts. The parties assert that these prevention efforts are key because they often lead to earlier detection of cancer, which in turn results in a better survival rate and quality of life. C.S.H.B. 4062 seeks to ensure that more Texans receive early treatment of cancer.

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS
C.S.H.B. 4062 amends the Health and Safety Code to increase from 10 percent to 20 percent the cap on the money awarded under the cancer prevention and research fund that may be used for cancer prevention and control programs during any year.
