BACKGROUND AND PURPOSE
Interested parties have raised concerns regarding the current exemption of the Spectrum Management District from statutory provisions relating to the disqualification of directors of certain water districts. With the intention of harmonizing the director disqualification standards applicable to this district and similar districts, H.B. 4137 seeks to repeal the exemption.

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS
H.B. 4137 repeals Section 3840.053, Special District Local Laws Code, which exempts the Spectrum Management District from statutory provisions relating to the disqualification of directors of certain water districts.
