BACKGROUND AND PURPOSE

 

Interested parties note that the Refugio County Drainage District No. 1 separated from Refugio County over a decade ago, making certain statutory provisions relating to the compensation and reimbursement expenses of the district's board of directors ambiguous and obsolete.
H.B. 4148 seeks to address this issue.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

H.B. 4148 repeals Chapter 708, Acts of the 65th Legislature, Regular Session, 1977, providing for the compensation of and reimbursement of travel expenses for commissioners of the Refugio County Drainage District No. 1.

 

EFFECTIVE DATE

 

On passage, or, if the bill does not receive the necessary vote, September 1, 2015.
