BACKGROUND AND PURPOSE

 

Interested parties contend that certain land was inadvertently included in a municipal utility district recently created within the extraterritorial jurisdiction of the City of Houston. H.B. 4167 seeks to remedy this situation by revising the boundaries of Harris County Municipal Utility District No. 465.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

H.B. 4167 amends Chapter 465, Acts of the 79th Legislature, Regular Session, 2005, to revise the boundaries of the Harris County Municipal Utility District No. 465. The bill establishes that the district retains all rights, powers, privileges, authority, duties, and functions that it had before the bill's effective date and authorizes the district to continue to rely on any bond election held before such date. The bill provides for the validation and confirmation of certain district actions and proceedings taken before the bill's effective date.
