BACKGROUND AND PURPOSE
Interested parties report that the Galveston County Municipal Utility District No. 36, which is located within the corporate boundaries of the City of League City in Galveston County, is currently authorized to provide certain services to land located within district boundaries. The parties note the need to amend the powers of the district to include the power to undertake certain road projects. H.B. 4189 seeks to address that need.

ANALYSIS
H.B. 4189 amends the Special District Local Laws Code to establish provisions relating to the Galveston County Municipal Utility District No. 36. The bill grants the district the power to undertake certain road projects. The bill authorizes the district, subject to certain requirements, to issue obligations to pay for authorized road projects and impose property taxes to pay for the obligations. The bill establishes that the district retains all rights, powers, privileges, authority, duties, and functions that it had before the bill's effective date. The bill provides for the validation and confirmation of certain district actions and proceedings taken before the bill's effective date. |

On passage, or, if the bill does not receive the necessary vote, September 1, 2015.
