AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

 

The purpose of this legislation is to dedicate a section of Interstate Highway 37 in honor of fallen state trooper Terry Wayne Miller. Texas Department of Public Safety Trooper Terry Miller was shot and killed on October 12, 1999, while on duty after responding to a 9-1-1 call in Atascosa County.

 

As proposed, S.B. 45 amends current law relating to the designation of a portion of Interstate Highway 37 as the Trooper Terry Wayne Miller Memorial Highway.

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1. Amends Subchapter B, Chapter 225, Transportation Code, by adding Section 225.103, as follows:

 

Sec. 225.103.  TROOPER TERRY WAYNE MILLER MEMORIAL HIGHWAY.  (a)   Provides that the portion of Interstate Highway 37 in Atascosa County between mile marker 102 and mile marker 115 is designated as the Trooper Terry Wayne Miller Memorial Highway.  Provides that the designation is in addition to any other designation.

 

(b)  Requires the Texas Department of Transportation, subject to Section 225.021(c) (relating to the erection of highway memorial markers), to design and construct markers indicating the highway number, the designation as the Trooper Terry Wayne Miller Memorial Highway, and any other appropriate information, and erect a marker at each end of the highway and at appropriate intermediate sites along the highway.

 

SECTION 2.  Effective date: upon passage or September 1, 2015.
