BACKGROUND AND PURPOSE

Interested parties contend that previously enacted legislation significantly reforming the statutes governing the major events trust fund, including increasing transparency and accountability to the public, did not include necessary changes to the site selection process for events eligible for funding. S.B. 293 seeks to give proper effect to the intention of the legislature relating to reforms of the major events trust fund.

CRIMINAL JUSTICE IMPACT

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS

S.B. 293 amends Vernon's Texas Civil Statutes to expand the definition of "site selection organization," for purposes of selecting a site in Texas for certain events that are eligible to receive funding from the major events trust fund, to include ESPN or an affiliate, the National Association for Stock Car Auto Racing (NASCAR), and the Ultimate Fighting Championship.

On passage, or, if the bill does not receive the necessary vote, September 1, 2015.
