AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

 

This bill clarifies that the National Association for Stock Car Auto Racing is an eligible site selection committee for purposes of funding under the Major Events trust fund as intended by S.B. 1678, 83rd Legislature, Regular Session, 2013.

 

As proposed, S.B. 293 amends current law relating to a clarification of the law governing eligibility of National Association for Stock Car Auto Racing events for funding under the Major Events trust fund.

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1. Amends Section 5A(a)(5), Chapter 1507 (S.B. 456), Acts of the 76th Legislature, Regular Session, 1999 (Article 5190.14, V.T.C.S), to include the National Association for Stock Car Auto Racing (NASCAR) to redefine "site selection organization."

 

SECTION 2. Provides that the amendment made by this Act to Section 5A(a)(5), Chapter 1507 (S.B. 456), Acts of the 76th Legislature, Regular Session, 1999 (Article 5190.14, V.T.C.S.), is intended only to clarify existing law on the eligibility of certain events to receive funding from the Major Events trust fund.  Provides that each event held on or after the effective date of that Act and the event's eligibility to receive funding from the Major Events trust fund are governed by the law as clarified by this Act.

 

SECTION 3. Effective date: upon passage or September 1, 2015.
