BACKGROUND AND PURPOSE

According to interested parties, Trinity Valley Community College has seen significant growth in its represented areas due to annexation, and there is a possibility that additional independent school districts will join the community college district and be entitled to representation on the community college district's governing board. S.B. 347 seeks to allow for the expansion of membership on the community college district's governing board to address such growth.

CRIMINAL JUSTICE IMPACT

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS

S.B. 347 amends the Education Code to authorize the governing board of the Trinity Valley Community College District to increase, by resolution or order, the number of board members to 11. The bill requires the resolution or order to establish transition terms of office to conform to elections held in even-numbered years and staggered six-year terms and to require the initial board members to draw lots to determine the members' terms.
