Committee Report (Unamended)

BACKGROUND AND PURPOSE

Interested parties contend that the service of Deputy Jessica Hollis brought honor and distinction to the Travis County Sheriff's Office for seven years, until her tragic and untimely death in the line of duty. These parties assert that the distinguished accomplishments over the course of Deputy Hollis's career deserve special acknowledgement in honor of her sacrifice. S.B. 415 seeks to honor Deputy Hollis with a memorial highway designation.

CRIMINAL JUSTICE IMPACT

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS

The bill requires the Texas Department of Transportation, subject to a grant or donation of funds, to design and construct markers indicating the designation as the Deputy Jessica Hollis Memorial Highway and any other appropriate information and to erect a marker at each end of the highway and at appropriate intermediate sites along the highway.

EFFECTIVE DATE

On passage, or, if the bill does not receive the necessary vote, September 1, 2015.
