AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

The Denver Harbor and Port of Houston communities in Houston have expressed many concerns over the years regarding deteriorating infrastructure and lack of community coordination in resolving these matters. As such, S.B. 896 creates the East Houston Management District to provide the community with a tool by which to resolve infrastructure, nuisance abatement, and other infrastructure issues.

As proposed, S.B. 896 creates the East Houston Management District; provides authority to issue bonds; provides authority to impose assessments, fees, or taxes; and prohibits the district from exercising the power of eminent domain.
