AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

Current law requires a school district to seek commissioner approval from the commissioner of education for a school district teaching permit. (See Section 21.055, Education Code)  The agency does not have established guidelines on issuing permits, as individuals’ education and work experiences vary.  The proposed legislation would allow school districts to issue a teaching permit.  Districts would not have to ask the agency for approval in order to issue permits for non-core courses.  Those being issued teaching permits would still be required to have a bachelor's degree.

As proposed, S.B. 1003 amends current law relating to eliminating the commissioner of education's authority to approve a school district's issuance of a teaching permit.
