AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

 

S.B. 1045 authorizes the Texas Department of Transportation (TxDOT) to enter into a design-build contract for the I-635 East project in Dallas County. This bill also prohibits TxDOT from adding toll or managed lanes to this project.

 

As proposed, S.B. 1045 amends current law relating to the authority of the Texas Department of Transportation to enter into a design-build contract for the Interstate Highway 635 East project.

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1. Amends Subchapter F, Chapter 223, Transportation Code, by adding Section 223.251, as follows:

 

Sec. 223.251. INTERSTATE HIGHWAY 635 EAST PROJECT. Authorizes the Texas Department of Transportation (TxDOT) to enter into a design-build contract under Section 223.242 (Scope of and Limitations on Contracts) for the Interstate Highway 635 East project from U.S. Highway 75 to Interstate Highway 30 if TxDOT does not operate any portion of the project as a toll project.

 

SECTION 2. Effective date: August 31, 2015.
