BACKGROUND AND PURPOSE

Interested parties note that with the recent change in the number of directors of the Texas Water Development Board, certain statutory changes are needed regarding the governance and administration of the Texas Water Resources Finance Authority. S.B. 1301 seeks to address this need.

CRIMINAL JUSTICE IMPACT

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS

S.B. 1301 amends the Water Code to make a technical correction regarding the number of members who serve on the board of directors of the Texas Water Resources Finance Authority and to specify that the board may hold special meetings on request of a majority of the directors.

EFFECTIVE DATE

On passage, or, if the bill does not receive the necessary vote, September 1, 2015.
