A BILL TO BE ENTITLED
|
|
AN ACT
|
|
relating to a study on the feasibility of online voting. |
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
SECTION 1. Title 8, Election Code, is amended by adding |
|
Chapter 130 to read as follows: |
|
CHAPTER 130. FEASIBILITY STUDY OF ONLINE VOTING |
|
Sec. 130.001. FEASIBILITY STUDY OF ONLINE VOTING. (a) The |
|
secretary of state shall conduct a study to consider the |
|
feasibility of implementing the practice of online voting. |
|
(b) The study shall include a thorough explication and |
|
investigation of: |
|
(1) the experience of jurisdictions, including other |
|
states and foreign nations, that have implemented the practice; |
|
(2) the anticipated cost expenditures or savings to |
|
the state and counties upon the implementation of the practice; |
|
(3) the anticipated increase or decrease in voter |
|
turnout upon implementation of the practice; and |
|
(4) any security issues or other challenges |
|
anticipated, including possible solutions. |
|
(c) The secretary of state shall deliver the report to the |
|
legislature not later than January 10, 2017. |
|
Sec. 130.002. EXPIRATION. This chapter expires September |
|
1, 2017. |
|
SECTION 2. This Act takes effect immediately if it receives |
|
a vote of two-thirds of all the members elected to each house, as |
|
provided by Section 39, Article III, Texas Constitution. If this |
|
Act does not receive the vote necessary for immediate effect, this |
|
Act takes effect September 1, 2015. |
