A BILL TO BE ENTITLED
 
AN ACT
  relating to the composition of the Public Utility Commission of
  Texas.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 12.051(a), Utilities Code, is amended to
  read as follows:
         (a)  The commission is composed of five [three]
  commissioners appointed as follows:
               (1)  four members appointed by the governor with the
  advice and consent of the senate, one of whom must be appointed from
  a list of candidates submitted to the governor by the speaker of the
  house of representatives; and
               (2)  one member appointed by the lieutenant governor.
         SECTION 2.  Promptly after this Act takes effect, the
  governor and the lieutenant governor shall each appoint an
  additional member to the Public Utility Commission of Texas.  The
  governor shall appoint the additional member from a list of
  candidates submitted to the governor by the speaker of the house of
  representatives. The member appointed by the governor shall serve
  a term expiring August 31, 2019, and the member appointed by the
  lieutenant governor shall serve a term expiring August 31, 2021.
  Until all appointees have taken office, a quorum of the commission
  is a majority of the number of members who are qualified.
         SECTION 3.  This Act takes effect September 1, 2015.
