A BILL TO BE ENTITLED
 
AN ACT
  relating to the composition of the Texas Military Preparedness
  Commission.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 436.051(a), Government Code, is amended
  to read as follows:
         (a)  The commission is composed of:
               (1)  15 [13] public members[,] appointed by the
  governor, each of whom must represent one of the federal military
  installations in the state; and
               (2)  the following ex officio members:
                     (A)  the chair of the committee of the Texas House
  of Representatives that has primary jurisdiction of matters
  concerning defense affairs and military affairs; and
                     (B)  the chair of the committee of the Texas
  Senate that has primary jurisdiction of matters concerning defense
  affairs and military affairs.
         SECTION 2.  Section 436.052(a), Government Code, is amended
  to read as follows:
         (a)  The 15 [13] public members of the commission serve
  staggered terms of six years with the terms of [four or] five
  members expiring February 1 of each odd-numbered year. A
  legislative member vacates the person's position on the commission
  if the person ceases to be the chair of the applicable legislative
  committee.
         SECTION 3.  (a) Not later than December 1, 2015, the governor
  shall appoint two additional members to the Texas Military
  Preparedness Commission. As provided by Section 436.051(a),
  Government Code, as amended by this Act, the two new members of the
  commission must each represent one of the federal military
  installations in the state. At the first meeting of the Texas
  Military Preparedness Commission after the additional members are
  appointed under this subsection, or as soon as practicable after
  that meeting, the two new members of the commission shall draw lots
  to determine which member will serve a term expiring February 1,
  2019, and which member will serve a term expiring February 1, 2021.
         (b)  The change in law made by this Act to Section
  436.051(a), Government Code, regarding the qualifications of
  members of the Texas Military Preparedness Commission does not
  affect the entitlement of a member serving on the commission
  immediately before the effective date of this Act to continue to
  serve for the remainder of the member's term. As terms expire and
  vacancies occur on the commission on and after the effective date of
  this Act, the governor shall appoint or reappoint members to the
  commission with qualifications that reflect the change in law made
  by this Act to Section 436.051(a), Government Code.
         SECTION 4.  This Act takes effect September 1, 2015.
