A BILL TO BE ENTITLED
 
AN ACT
  relating to a study on the performance and operations of public
  schools that operate on a year-round system.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  In this Act, "agency" means the Texas Education
  Agency.
         SECTION 2.  The agency shall conduct a study of schools
  operating on a year-round system under Section 25.084, Education
  Code. The study must:
               (1)  identify the number of schools in the state that
  operate on a year-round system;
               (2)  compare the performance on state assessment
  instruments under Section 39.023, Education Code, and the SAT or
  ACT of students attending schools that operate on a year-round
  system with the performance of students attending schools that
  operate on a traditional school year calendar; and
               (3)  examine the manner in which the academic calendars
  of schools that operate on a year-round system are structured in
  relation to the administration dates of state assessment
  instruments under Section 39.023, Education Code.
         SECTION 3.  Not later than December 1, 2016, the agency shall
  deliver a report containing the findings of the study conducted
  under Section 2 of this Act to the governor, lieutenant governor,
  speaker of the house of representatives, and appropriate committees
  of the legislature.
         SECTION 4.  This Act expires December 31, 2016.
         SECTION 5.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2015.
