A BILL TO BE ENTITLED
|
|
AN ACT
|
|
relating to the funding of emergency medical services and trauma |
|
care. |
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
SECTION 1. Section 773.122, Health and Safety Code, is |
|
amended by adding Subsections (b-1), (b-2), and (b-3) to read as |
|
follows: |
|
(b-1) The catastrophic emergency medical services account |
|
is a dedicated account in the general revenue fund. Money from the |
|
account may be appropriated only for the purposes of this section in |
|
a situation in which the reserve described by Subsection (b) is |
|
insufficient to cover costs. |
|
(b-2) At the end of each fiscal year, the commissioner shall |
|
deposit the unexpended balance of the reserve described by |
|
Subsection (b) into the catastrophic emergency medical services |
|
account. |
|
(b-3) If at the end of a fiscal year the amount of money in |
|
the catastrophic emergency medical services account, together with |
|
the unexpended balance of the reserve described by Subsection (b), |
|
exceeds $2 million, the comptroller shall transfer any amount that |
|
exceeds $2 million to the supplemental emergency medical services |
|
grant account under Section 773.1221. |

SECTION 2. Subchapter E, Chapter 773, Health and Safety |
|
Code, is amended by adding Section 773.1221 to read as follows: |
|
Sec. 773.1221. SUPPLEMENTAL EMERGENCY MEDICAL SERVICES |
|
GRANT ACCOUNT. (a) The supplemental emergency medical services |
|
grant account is a dedicated account in the general revenue fund |
|
into which money is deposited under Section 773.122(b-3). |
|
(b) Money in the account may be used only to fund grants |
|
under Section 773.119. |
|
SECTION 3. This Act takes effect September 1, 2015. |
