A BILL TO BE ENTITLED
 
AN ACT
  relating to safety and security policies and procedures in the
  Capitol Complex.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 411.062, Government Code, is amended by
  adding Subsection (h) to read as follows:
         (h)  In implementing rules adopted under Subsection (d) and
  in imposing measures under Subsection (g), the department shall
  develop written policies and procedures relating to the safety and
  security of individuals and to the access to and protection of the
  grounds and property in the Capitol Complex to ensure that the
  policies and procedures are applied consistently and equally to all
  individuals in the Capitol Complex. The department may not
  implement the policies and procedures, or any modification to the
  policies and procedures, until the department electronically or
  physically distributes the policies and procedures to:
               (1)  all department personnel assigned to the Capitol
  Complex; and
               (2)  all state officers and employees whose assigned
  place of employment is in the Capitol Complex.
         SECTION 2.  (a)  Not later than December 1, 2015, the
  Department of Public Safety shall develop and distribute the
  written policies and procedures as required by Section 411.062(h),
  Government Code, as added by this Act.
         (b)  Section 411.062(h), Government Code, as added by this
  Act, does not prohibit the department from continuing to enforce
  policies and procedures that were in effect on the effective date of
  this Act until the time those policies and procedures or their
  modifications are distributed, as required by Section 411.062(h),
  Government Code, as added by this Act, and Subsection (a) of this
  section.
         SECTION 3.  This Act takes effect September 1, 2015.
