A BILL TO BE ENTITLED
 
AN ACT
  relating to the duty of a water supply system to provide certain
  information to consumers regarding fluoride in drinking water.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter C, Chapter 341, Health and Safety
  Code, is amended by adding Section 341.0335 to read as follows:
         Sec. 341.0335.  FLUORIDATED WATER; DISCLOSURE OF CERTAIN
  INFORMATION. (a)  Except as provided in Subsection (b), a water
  supply system that furnishes drinking water to which fluoride has
  been added shall disclose in a conspicuous place on the system's
  website:
               (1)  the amount of fluoride that occurs naturally in
  the drinking water furnished by the system to a customer;
               (2)  the amount of fluoride added to the drinking water
  before distribution to a customer; 
               (3)  the combined amount of fluoride in the drinking
  water from the sources described by Subdivisions (1) and (2);
               (4)  as applicable, the identity of:
                     (A)  the person who supplies the fluoride
  additive; and
                     (B)  the person with whom the system contracts to
  add fluoride to the drinking water; and
               (5)  the annual cost of adding fluoride to the drinking
  water distributed by the system, including the cost of the fluoride
  additive, the labor for adding the fluoride, and any contracts
  related to the fluoride additive.
         (b)  A water supply system that does not maintain a website
  shall disclose annually the information required under Subsection
  (a) with a bill sent to its customers.
         SECTION 2.  A water supply system shall disclose the
  information required by Section 341.0335, Health and Safety Code,
  as added by this Act, not later than January 1, 2016.
         SECTION 3.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2015.
