A BILL TO BE ENTITLED
 
AN ACT
  relating to eligibility of certain school district employees for
  certification as a principal.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 21.046, Education Code, is amended by
  adding Subsection (e) to read as follows:
         (e)  A school district employee is entitled to obtain
  certification as a principal without complying with otherwise
  applicable requirements, including completion of a principal
  educator preparation program and successful performance on a
  certification examination, if the employee:
               (1)  holds a master's degree from a university that is
  accredited by an accrediting agency recognized by the Texas Higher
  Education Coordinating Board; and
               (2)  has at least 15 years of service with the same
  school district.
         SECTION 2.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2015.
