          AN ACT

        relating to eligibility of certain school district employees for  | 
      
      
        | 
           
			 | 
        certification as a principal. | 
      
      
        | 
           
			 | 
               BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | 
      
      
        | 
           
			 | 
               SECTION 1.  Section 21.046, Education Code, is amended by  | 
      
      
        | 
           
			 | 
        adding Subsection (e) to read as follows: | 
      
      
        | 
           
			 | 
               (e)  A school district employee is entitled to obtain  | 
      
      
        | 
           
			 | 
        certification as a principal without complying with otherwise  | 
      
      
        | 
           
			 | 
        applicable requirements, including completion of a principal  | 
      
      
        | 
           
			 | 
        educator preparation program and  successful performance on a  | 
      
      
        | 
           
			 | 
        certification examination, if the employee: | 
      
      
        | 
           
			 | 
                     (1)  holds a master's degree from a university that is  | 
      
      
        | 
           
			 | 
        accredited by an accrediting agency recognized by the Texas Higher  | 
      
      
        | 
           
			 | 
        Education Coordinating Board; and | 
      
      
        | 
           
			 | 
                     (2)  has at least 15 years of service with the same  | 
      
      
        | 
           
			 | 
        school district. | 
      
      
        | 
           
			 | 
               SECTION 2.  This Act takes effect immediately if it receives  | 
      
      
        | 
           
			 | 
        a vote of two-thirds of all the members elected to each house, as  | 
      
      
        | 
           
			 | 
        provided by Section 39, Article III, Texas Constitution.  If this  | 
      
      
        | 
           
			 | 
        Act does not receive the vote necessary for immediate effect, this  | 
      
      
        | 
           
			 | 
        Act takes effect September 1, 2015. |
