A BILL TO BE ENTITLED
 
AN ACT
  relating to the establishment of an innovative workforce training
  center in the Rio Grande Valley.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter F, Chapter 130, Education Code, is
  amended by adding Section 130.094 to read as follows:
         Sec. 130.094.  INNOVATIVE WORKFORCE TRAINING CENTER. (a) In
  this section, "training center" means the Innovative Workforce
  Training Center established under this section.
         (b)  The Innovative Workforce Training Center is established
  to develop and provide initial and continuing education and
  training for workers in the Rio Grande Valley, including education
  and training in the following specific areas:
               (1)  welding;
               (2)  civil, commercial, residential, and industrial
  construction;
               (3)  installing electrical systems;
               (4)  installing heating, ventilation, and
  air-conditioning systems; and
               (5)  mechatronics.
         (c)  Texas Southmost College shall administer the training
  center. The headquarters of the training center are located at
  Texas Southmost College in Brownsville. The training center may
  use property and facilities owned or leased by Texas Southmost
  College.
         (d)  The training center may solicit and accept gifts and
  grants from any public or private source for purposes of this
  section.  The legislature may appropriate money for purposes of
  this section.
         SECTION 2.  This Act takes effect September 1, 2015.
