A BILL TO BE ENTITLED
|
|
AN ACT
|
|
relating to a report by the comptroller on wage theft. |
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
SECTION 1. REPORT ON WAGE THEFT. (a) The comptroller of |
|
public accounts, in cooperation with the Texas Workforce |
|
Commission, shall prepare a report on wage theft by employers in |
|
this state. |
|
(b) The report must include: |
|
(1) information regarding the demographic groups and |
|
industries most affected by wage theft; |
|
(2) an analysis of the economic impact of wage theft on |
|
employees and its effect on competition within an industry; and |
|
(3) an analysis, prepared by the Texas Workforce |
|
Commission, of: |
|
(A) remedies available to victims of wage theft |
|
under state and federal law; |
|
(B) procedural difficulties in pursuing a remedy |
|
under state or federal law; and |
|
(C) recommendations for legislation to address |
|
the difficulties described by Paragraph (B). |
|
(c) Not later than December 1, 2016, the comptroller shall |
|
provide a copy of the report to: |
|
(1) the governor; |
|
(2) the lieutenant governor; |
|
(3) the speaker of the house of representatives; and |
|
(4) each standing committee of the senate and house of |
|
representatives having primary jurisdiction over matters relating |
|
to labor and employment. |
|
SECTION 2. EXPIRATION. This Act expires June 1, 2017. |
|
SECTION 3. EFFECTIVE DATE. This Act takes effect September |
|
1, 2015. |
