A BILL TO BE ENTITLED
 
AN ACT
 
  relating to the online renewal of driver's licenses of certain
  active duty military personnel and relatives.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 521.274(b), Transportation Code, is
  amended to read as follows:
         (b)  A rule adopted under this section:
               (1)  may prescribe eligibility standards for renewal
  under this section;
               (2)  may not permit a person subject to the
  registration requirements under Chapter 62, Code of Criminal
  Procedure, to register by mail or electronic means; [and]
               (3)  may not permit renewal by mail or electronic means
  of a driver's license of a person who is 79 years of age or older;
  and
               (4)  must allow for the renewal of a driver's license by
  electronic means, regardless of when the license expires, of:
                     (A)  a person who:
                           (i)  is on active duty in the armed forces of
  the United States; and
                           (ii)  is absent from the state; and
                     (B)  the spouse or dependent child of a person
  described by Paragraph (A).
         SECTION 2.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2015.
