A BILL TO BE ENTITLED
 
AN ACT
  relating to the eligibility of certain students to participate in a
  school district's special education program.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 29.003, Education Code, is amended by
  adding Subsection (c) to read as follows:
         (c)  Notwithstanding Subsection (b), a student who is 21
  years of age or older and under 26 years of age is eligible to
  participate in a school district's special education program if the
  student is otherwise eligible for the program as provided by this
  section, and the school district admits students who are 21 years of
  age or older and under 26 years of age in accordance with Section
  25.001(b).
         SECTION 2.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2015.
