A BILL TO BE ENTITLED
|
|
|
AN ACT
|
|
|
relating to identifying teen pregnancy crisis areas. |
|
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
|
SECTION 1. Subchapter B, Chapter 531, Government Code, is |
|
|
amended by adding Section 531.0997 to read as follows: |
|
|
Sec. 531.0997. TEEN PREGNANCY CRISIS AREA REPORT. (a) In |
|
|
this section, "teen pregnancy crisis area" means a zip code area in |
|
|
which the teen birth rate is at least two times the national teen |
|
|
birth rate. |
|
|
(b) The commission, using information available from the |
|
|
Department of State Health Services and the United States Centers |
|
|
for Disease Control and Prevention or other information the |
|
|
commission determines is reliable, shall prepare an annual report |
|
|
on teen pregnancy crisis areas. |
|
|
(c) The report must include: |
|
|
(1) a list of teen pregnancy crisis areas; and |
|
|
(2) a list of zip code areas that were classified as |
|
|
teen pregnancy crisis areas during the previous year, but are no |
|
|
longer teen pregnancy crisis areas. |
|
|
(d) Not later than December 1 of each year, the commission |
|
|
shall post the report on the commission's Internet website. |
|
|
SECTION 2. Not later than December 1, 2015, the Health and |
|
|
Human Services Commission shall prepare and post on the |
|
|
commission's Internet website the initial report required under |
|
|
Section 531.0997, Government Code, as added by this Act. |
|
|
SECTION 3. This Act takes effect immediately if it receives |
|
|
a vote of two-thirds of all the members elected to each house, as |
|
|
provided by Section 39, Article III, Texas Constitution. If this |
|
|
Act does not receive the vote necessary for immediate effect, this |
|
|
Act takes effect September 1, 2015. |
