A BILL TO BE ENTITLED
 
AN ACT
  relating to state compensation of certain political party officers.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  The heading to Section 173.004, Election Code,
  is amended to read as follows:
         Sec. 173.004.  STATE COMPENSATION OF COUNTY CHAIR [AND
  SECRETARY OF COUNTY EXECUTIVE COMMITTEE].
         SECTION 2.  Section 173.004(a), Election Code, is amended to
  read as follows:
         (a)  The A county chair shall designate one of the following
  as the maximum [total] amount payable [paid] with state funds in a
  particular primary election year for the [combined] compensation of
  a the county chair at the time the statement of estimated primary
  expenses is submitted under Section 173.081 by the county chair 
  [and the secretary, if any, of the county executive committee
  presided over by the chair may not be]:
               (1)  [less than] $300; [or]
               (2)  if the county executive committee conducts a joint
  primary under Section 172.126 or contracts with a county election
  officer under Subchapter D, Chapter 31, $300 plus the amount
  obtained from multiplying the number of precincts in the county by
  $20 [more than the lesser of
                     [(A)  $8,000]; or
               (3)  an amount equal to [(B)]  five percent of the
  total expenses incurred by the political party in holding primary
  elections in the county that year, exclusive of the [combined]
  annual compensation of the county chair and any payments to other
  personnel, money spent for rental payments, including polling place
  rental, and money spent for expenses related to furniture or
  utilities.  The resulting compensation under subsection (2) and (3)
  shall not exceed:
                     (A)  $3,500 in a county with a population greater
  than one million;
                     (B)  $2,000 in a county with a population of one
  million or less and greater than 250,000;
                     (C)  $1,000 in a county with a population of
  250,000 or less and greater than 25,000; or
                     (D)  $500 in a county with a population of 25,000
  or less [and secretary].
         SECTION 3.  Section 173.004(b), Election Code, is repealed.
         SECTION 4.  This Act takes effect September 1, 2015.
