A BILL TO BE ENTITLED
 
AN ACT
  relating to the authorization of certain industry professionals to
  provide instruction in public schools.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter B, Chapter 21, Education Code, is
  amended by adding Section 21.0488 to read as follows:
         Sec. 21.0488.  CERTIFICATION FOR CERTAIN INDUSTRY
  PROFESSIONALS. (a) To ensure a sufficient number of qualified
  industry professionals authorized to provide instruction relating
  to curriculum required for an endorsement under Section
  28.025(c-1), the board shall propose rules providing for the
  expedited certification of persons with appropriate industry
  credentials.
         (b)  The board's rules must permit a person to obtain
  certification under this section without completing an educator
  preparation program or performing successfully on a generally
  applicable certification examination.
         (c)  A certificate issued under this section may not
  authorize the person to provide instruction to students in a
  subject area other than the area in which the person holds
  appropriate industry credentials.
         SECTION 2.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2015.
