A BILL TO BE ENTITLED
 
AN ACT
  relating to requiring certain school districts to offer
  district-funded or tuition-supported prekindergarten.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 29.1531, Education Code, is amended by
  amending Subsection (a) and adding Subsection (a-1) to read as
  follows:
         (a)  A school district may offer on a tuition basis or use
  district funds to provide[:
               [(1)]  an additional half-day of prekindergarten
  classes to children eligible for classes under Section 29.153[; and
               [(2)     half-day and full-day prekindergarten classes to
  children not eligible for classes under Section 29.153].
         (a-1)  Each school district that offers prekindergarten
  classes under Section 29.153 shall develop a system to notify the
  population in the district with children of prekindergarten age who
  are not eligible for enrollment in prekindergarten classes under
  Section 29.153 of the availability of prekindergarten classes.  The
  district shall offer prekindergarten classes under this subsection
  using district funds or on a tuition basis.  The district shall
  offer:
               (1)  half-day classes if the classes for children
  eligible under Section 29.153 are half-day classes; or
               (2)  full-day classes if the classes for children
  eligible under Section 29.153 are full-day classes.
         SECTION 2.  This Act applies beginning with the 2015-2016
  school year.
         SECTION 3.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2015.
